Beyond Great Powers: Middle Power Paths to Resilient Multilateralism

چکیده

Set amidst growing global challenges and great power politics, this article asks how middle powers might best promote collective action. Adopting a historical approach, it explores four case studies on multilateralism in (1) post-1974 UN New International Economic Order; (2) post-1989 Bretton Woods institutions; (3) post-1992 European Union expansion; (4) post-2003 South- South cooperation. These inform policy framework an ensuing alternative termed “resilient multilateralism.” foreign standpoint, entails principles context specificity, complementarity, consensus building, non-confrontation. By opening space for action, offers timely approach to countering future shocks coordination failures—whether wrought through nature or hands of our own.

Multilateralism, American Power and East Asian Regionalism

This paper looks at multilateral processes in the ‘Asia-Pacific’ region and the impact of American foreign policy on them. The paper suggests that organizations like the AsiaPacific Economic Co-operation (APEC) forum have been made increasingly irrelevant as American policy becomes more bilateral and even unilateral, and as the very definition of the ‘Asia-Pacific’ becomes less certain as a con...

Divisor orientations of powers of paths and powers of cycles

In this paper, we prove that for any positive integers k, n with k ≥ 2, the graph P k n is a divisor graph if and only if n ≤ 2k + 2, where P k n is the k power of the path Pn. For powers of cycles we show that C n is a divisor graph when n ≤ 2k + 2, but is not a divisor graph when n ≥ 2k + bk2 c+ 3, where C k n is the k th power of the cycle Cn. Moreover, for odd n with 2k + 2 < n < 2k + bk2 c...

Powers of cycles, powers of paths, and distance graphs

In 1988, Golumbic and Hammer characterized powers of cycles, relating them to circular-arc graphs. We extend their results and propose several further structural characterizations for both powers of cycles and powers of paths. The characterizations lead to linear-time recognition algorithms of these classes of graphs. Furthermore, as a generalization of powers of cycles, powers of paths, and ev...

Powers of Hamiltonian paths in interval graphs

We give a simple proof that the obvious necessary conditions for a graph to contain the kth power of a Hamiltonian path are sufficient for the class of interval graphs. The proof is based on showing that a greedy algorithm tests for the existence of Hamiltonian path powers in interval graphs. We will also discuss covers by powers of paths and analogues of the Hamiltonian completion number. c © ...

Infinite Power and Finite Powers∗

The etymological meaning of ‘omnipotent’ is ‘all-powerful.’ Being all-powerful is usually understood as having all of the powers. The problem of analyzing omnipotence is then seen as the problem of determining over what class the quantifier ‘all’ in this assertion ranges. An omnipotent being would be one that has all of the powers; all of what powers? Attempts to answer this question have run i...
